New DWI law stuck in neutral?

Earlier this year the Austin Police Chief floated the idea of creating a new DWI law for those that blow under the current legal limit of .08.  I questioned the idea of creating a new DWI law here.  I am glad to see that I was not alone.  Mothers Against Drunk Drivers is not supporting the proposal. Texas State Senator John Whitmire does not seem to think that the law has much momentum to pass in our state.

As I stated, Texans should be allowed to have a drink or two with a dinner or barbecue without being in fear of being arrested for a DWI.  I know that the Houston Police Department disagrees with me and would like to see this proposal enacted because it would make it even easier for them to arrest someone for a DWI.  In fact, I had one officer state on the record during a DWI trial in Houston that he believed that this should already be the law in Texas.
