Houston No.1 for Speed Traps and DWI Arrests Just a Coincidence?

I was reading how the Greater Houston area is the number one city for speed traps and was wondering if it is just a coincidence that we lead the county in DWI arrests.  It has been my experience that speeding is the main reason people get stopped for DWI.  The typical offense reads like this: the suspect was stopped for speeding, when approaching the suspect I could smell a strong odor alcohol so I asked him if he had been drinking.  The rest as they say is history.  The field sobriety tests are administered and the person is arrested for DWI without a video showing how they performed during the field sobriety tests.  If Houston is going to continue being the speed trap and DWI king it should require that every DWI arrest is videotaped at the scene.  It is very easy for a prosecutor to cry that we just do not have the money to equip every police car with video equipment during a trial, but if you are going to arrest someone for driving while intoxicated there should be more evidence than a police officer's subjective opinion.  It is always mentioned that if you can not do the time do not do the crime, but the Government should understand that if they do not have funds to prove their case they should not file charges and expect the citizens of Harris County, Texas to sit back and allow to happen.
